respondents to grant such permission and provide police protection for conducting the Aadal Padal function scheduled on 09.06.2025 from 07.00 pm to 10.00 pm at sirukulam Arulmigu Poornakala & Pushpakala Sri Ayyanar, Sri Vinayagar, Sri Murugan and 21 Parivara Theivangal Temple, as part of the Kumbabishegam & Kalari Thiruvizha festival at Sathamangalam Village, Thirumangalam Taluk, Madurai District, within a time frame as stipulated by this Court.

O R D E R

The petitioner has made a request for conducting Aadal Padal event during the Kumbabishekam Festival proposed for their family deity. The said request of the petitioner was rejected by the respondent police by his proceedings dated 04.06.2025 referring to the previous incidents said to have taken place in the village during Aadal Padal programme. As against the order dated 04.06.2025, the petitioner has 2/6

filed this writ petition.

2.The learned Counsel for the petitioner submits that the earlier incidents have nothing to do with the petitioner's temple festival. This temple is their family deity. The other incidents referred by the respondent police are pertaining to some other temples and they have nothing to do with the those cases. Even then, the respondent police has mechanically rejected the request of the petitioner by referring to the earlier cases registered in crime No.219 of 2023 for the offences under Sections 147, 148, 294(b), 353, 332, 427 and 506(ii) of IPC, Crime No. 223 of 2022, for the offence under Sections 294(b), 323, 506(ii) of IPC and Section 4 of TNPHW Act and Crime No.224 of 2022 for the offence under Sections 294(b), 323, 324 and 506(ii) of IPC. 3.

The learned Additional Public Prosecutor submits that the petitioner is intending to conduct Aadal Padal festival at Saathangudi Village. In the very same village, three criminal cases have already been registered on the file of the Thirumangalam Taluk Police station during the Aadal Padal festival. The details of the criminal cases registered is also stated in the order, dated 04.06.2025.

mentioned in the order dated 04.06.2025, yet another FIR in Crime No. 198 of 2024 has been registered for the offence committed during an Aadal Padal festival. He further submits that in all those cases the police officers, who are deployed for protection, has been assaulted by the villagers.

4.This Court considered the rival submissions made and also perused the materials availabe on record.

5.The Inspector of Police has rejected the petitioner's request for performing Aadal Padal programme by referring to the earlier incidents and the cases registered in crime Nos.219 of 2023, 223 and 224 of 2022. All these previous occurrences said to have taken place during Aadal Padal programme held at Saathangudi Village.

6.Considering the conduct of the villagers in assaulting the police officers who have provided police protection during the Aadal Padal festival, this Court is not inclined to interfere with the orders passed by the Inspector of Police, Thirumangalam Taluk Police Station. Accordingly, the writ petition stands dismissed. However, the 4/6

respondent police shall permit the petitioner to conduct the Kumbabisekam festival without conducting any Aadal Padal programme and necessary police protection can be provided for the Kumbhabisekam festival.
