The prayer sought for in this Writ Petition is for seeking to issue a Writ of Mandamus to direct the respondent to admit the petitioner to the certificate verification for the Posts included in Combined Civil Services Examination - II (Non Interview Posts) (Group - II-A-Services) for the year 2017-18.
2. Heard M.Karuppan Chettiar, learned counsel appearing for the petitioner and Mr.K.K.Senthil, learned standing counsel appearing for the respondent.

The case of the petitioner is that he is one among the aspirants in the recruitment examination held for the post of Combined Civil Services Examination- II (Non-Interview Posts)(Group II-A-Services) for the year 2017-18. The written examination for the said post was held on 06.08.2017 and he was found eligible among the short-listed candidates. Though instructions to the candidates was made very clear that the results will be published in the website of the respondent and individual communication in the form of SMS will https://hcservices.ecourts.gov.in/hcservices/
be sent to the candidates to their registered mobile numbers as well as to the email address provided, it is unfortunate that the petitioner has lost his mobile phone and also fell sick. Therefore, the petitioner had no communication to access his mail since he is living in a remote village and has not seen the results published in the website of the respondent and the communication sent to him through email and SMS. Hence, the petitioner seeks for a Writ of Mandamus to admit the petitioner herein for certificate verification and pass appropriate order.
4. Learned counsel appearing for the respondent would submit that out of 5,56,000 candidates who participated in the examination, at a ratio of 1:3, 6836 nos., of candidates were short-listed. The petitioner is one among them. The communication was given to him individually through SMS as well as email address and also general provisional list of short-listed registered numbers was also published in the website of the respondent on 07.03.2018. To upload certificates, time was initially fixed upto 04.05.2018. It was later extended till 09.05.2018. While 6171 candidates have uploaded their certificates, 665 candidates including the petitioner have not uploaded the ir certificates despite extension of time. Now, after verification of certificates, the process of counselling is going on. Therefore, they are unable to accommodate the petitioner at this point of time.
5. This Court on considering the submissions made by the learned standing counsel for the respondent finds no fault on the part of the respondent. Hence, the petitioner's prayer seeking Mandamus cannot beissued. Accordingly, Writ petition is dismissed. However, there shall be no order as to costs. Consequently, connected W.M.P.(MD) No.17353 of 2018 is closed.
