Prayer: Writ Petition Criminal filed under Article 226 of Constitution of India, praying to issue a Writ of Mandamus, directing the Respondents to grant permission and adequate police protection to conduct Aadal Paadal Programme during the temple festival of Arulmigu Sri Muthramman Thirukovil Vaikasi Kodai Festival situated at Paramankurichi Village, Tuticorin District, on 22.05.2026, by considering the petitioner's representation dated 02.05.2026 within the time stipulated by this Court. ORDER

The present Writ Petition is filed for a Writ of Mandamus, directing the respondents to grant permission and adequate police protection to conduct Aadal Paadal Programme during the temple festival of Arulmigu Sri Muthramman Thirukovil Vaikasi Kodai Festival situated at Paramankurichi Village, Tuticorin District, on 22.05.2026, by considering the petitioner's representation dated 02.05.2026.

2. Mr.A.S.Abul Kalaam Azad, learned Government Advocate (Crl. Side) takes notice for the respondents.

3. By consent on either sides, this Writ Petition Criminal is taken up for final disposal at the admission stage itself.

4. When the matter was taken up for hearing, the learned Government Advocate (Criminal Side) appearing for the respondents submitted that the respondents have not yet granted permission, noting that the Temple is located on the main road, which could cause traffic issues.

5. This Court is of the considered opinion that possibilities of traffic issue could not be a ground to decline permission to Adal Padal programme. 2/4

Hence, the respondents are directed to consider the petitioner's representation dated 02.05.2026 forthwith and grant permission subject to all necessary conditions, restricting the time frame from 7.00 p.m. to 10.00 p.m. The petitioner shall also submit an undertaking affidavit before the third respondent stating that no obscenity will be exhibited and that no obscene songs will be performed. The petitioner shall also co-operate for free flow of traffic in that area, during the programme.
