ORDER

The present Writ Petition is filed for Mandamus, directing the respondents to grant police protection for conducting the Kodai Vila festival in connection with Arulmigu Vellapanaray Sudalaimada Samy Temple, situated at No.131/A, Saicity, Pandavarmangalam, Kovilpatti Taluk, Thoothukudi District, and further to grant permission to install and operate loudspeakers within the permissible decibel limits from 21.05.2026 to 23.05.2026, based on the petitioner's representation submitted in person on 29.04.2026.

2. The learned Government Advocate (Crl. Side), on instructions, submitted that there is a rival claim by one Samuthirapandi.

3. The learned counsel appearing for the petitioner submitted that the land was purchased by 15 members, who have formed a Society. The said society was also registered as No.62 of 2025. The said Samuthirapandi is not one of the parties to the purchase of the land and therefore, he is in no way connected with the temple. However, when there is an objection, the same 2/5

has to be considered by the revenue authorities.

In view of the above submission, the Tahsildar, Kovilpatti Taluk, Thoothukudi District, is suo motu impleaded as the third respondent, who, in turn, shall conduct a peace committee meeting by issuing notice to the petitioner, the said Samuthirapandi and all other 15 persons mentioned in the sale deed and pass appropriate orders. The said exercise shall be completed within a period of three days from the date of receipt of a copy of this order.

5. With the above direction, this Writ Petition is disposed of. No costs. 07.05.2026 NCC : Yes / No Index : Yes / No Internet : Yes/ No Indu Note: Issue order copy on 08.05.2026.
