the respondents to call the petitioner to participate in the said counseling and consider him for the said post by considering the petitioner's representation dated 03.05.2026 within a time frame fixed by this Court. ORDER

The petitioner has challenged the proceedings of the Physical Certificate Verification and counseling to be held from 11.05.2026 to 15.05.2026 dated 30.04.2026 on the file of the 2nd respondent as far as the post of Assistant Engineer (Electrical) for Combined Technical Services Examination (NonInterview Posts), is concerned, vide Notification No.9/2025 dated 21.05.2025 and Notification No.9A/2025 dated 11.06.2025 issued by the 2nd respondent to quash the same as illegal and consequently direct the respondents to call the petitioner to participate in the counseling and consider him for the said post by considering his representation dated 03.05.2026 within a time frame.

2. Mr.J.Anandkumar, learned Standing Counsel takes notice for the respondents.

3. Learned counsel for the petitioner would submit that the petitioner obtained B.E (Electrical and Electronics Engineering) degree on 22.05.2025 i.e., on the next day of the first notification No.9/2025 dated 21.05.2025. 2/6

However, the second notification was issued vide Notification No.9A/2025 dated 11.06.2025 notifying additional 418 vacancies. Learned counsel would further submit that as on the date of second notification dated 11.06.2025, the petitioner was eligible to write the abovesaid examination. Accordingly, he appeared in the examination and obtained the qualifying marks. However, till date, he has not been called for certificate verification and counselling. Orally, the petitioner was informed that on the date of the first notification No.9/2025 dated 21.05.2025, he was not qualified to write the examination. Therefore, the petitioner has filed this writ petition seeking to quash the proceedings of physical certificate verification and counselling.

Learned Standing Counsel appearing for the respondents would submit that the TNPSC has clearly stated in the notification No.9/2025 dated 21.05.2025 that the candidate should be eligible as on the date of the notification namely, 21.05.2025 and the second notification No.9A/2025 dated 11.06.2025 is only increasing the number of vacancies and rest of the conditions are in tact as indicated in the earlier notification dated 21.05.2025. When the certificate was verified through online, it was found that the petitioner was not eligible on the date of first notification. Therefore, he was not considered for the physical certificate verification and counselling and consequently his name does not reflect in the list of shortlisted candidates. 3/6

5. Heard both sides and perused the materials available on record.

As rightly contended by the learned standing counsel for the respondents, the second notification dated 11.06.2025 is not a separate notification and it is only an addendum increasing the vacancies notified in the first notification dated 21.05.2025. Even in the second notification dated 11.06.2025, it has been clearly stated that all other details and conditions stipulated in the Notification No.9/2025 dated 21.05.2025 will remain unchanged. Therefore, the contention of the petitioner that he should be considered as per the second notification dated 11.06.2025 cannot be accepted. The petitioner should have been eligible as on the date of first notification namely, 21.05.2025, whereas, he was not eligible on that date. Further, the petitioner has not challenged the Notifications dated 21.05.2025 and 11.06.2025. Therefore, the prayer of the petitioner cannot be considered.

7. Accordingly, this Writ Petition is dismissed. No costs. Consequently, connected miscellaneous petitions are closed. 06.05.2026 Index : Yes / No : Yes / No bala 4/6
