Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Cetiorarified Mandamus, calling for the records of the impugned notice issued by the second respondent in R.O.C.No.16009-2016-D1 dated 15.02.2017 and quash the same as illegal, arbitrary and consequently direct the first respondent to dispose the petitioner's appeal Ka.Ma.362/2004/D2 dated 23.02.2004 pending before the first respondent and granted building plan approval with regard to the buildings in Kumbakonam Town Survey in T.S.No.929, Block No.13, Door No.9, Ward No.2 to the extent of 3402 sq.ft.
