Heard the Learned Counsel for the Petitioner and the Learned Government Advocate for the Respondents.
2.By consent, the writ petition is taken up for final hearing. 3.No Counter affidavit is filed.
4.According to the Petitioner, he is a Law abiding citizen and also interested to assist his scientific invention through proper channel. He is ready and agreeable to demonstrate his scientific method to find out the earthquake in the presence of expert of the First Respondent. Further, it is represented on behalf of the Petitioner that during April, 2016, the Petitioner made a demonstration before the Professor at Konam Government Engineering College, with regard to the symptoms of earthquake in a scientific manner and also forwarded the said message through Whatsapp https://hcservices.ecourts.gov.in/hcservices/
Messenger. Moreover, he had sent several warnings through Whatsapp Messenger and the same was reported in Tamil Daily as well as Tamil News Channel. In fact, the Second Respondent/District Collector, Tirunelveli, through proceedings dated 27.06.2016, had forwarded the Petitioner's representation to the First Respondent. However, the First Respondent had not considered his representation till date. Hence, he has filed the present writ petition.
5.Considering the fact that the Petitioner's representation, dated 30.05.2016, is pending as on date on the file of the First Respondent/Director, Disaster Management and Mitigation, Chennai, at this stage, this Court, without going into the merits and contents of the Petitioner's representation, dated 30.05.2016 and also not expressing anything one way or other, simpliciter, directs the First Respondent to look into the representation of the Petitioner, dated 30.05.2016, and to dispose of the same by passing a reasoned, speaking order (ofcourse, after providing necessary opportunity to the Petitioner and others concerned, if any, by adhering to the Principles of Natural Justice, by issuing notice), within a period of four weeks from the date of receipt of a copy of this order.
6.With the aforesaid observations and directions, the writ petition is disposed of. No costs.
