:Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, to direct the 3rd respondent to issue for community certificate to the Petitioner, on the basis of his representation dated 21.11.2016 in accordance with law.

********** This Writ petition has been filed for issuance of writ of mandamus directing the third respondent to issue community certificate to the Petitioner, on the basis of his representation dated 21.11.2016 in accordance with law.
2. Heard Mr.P.Ganapathi Subramanian, learned counsel appearing for the petitioner and Mr.V.R.Shanmuganathan, learned Special Government Pleader appearing for the respondents. https://hcservices.ecourts.gov.in/hcservices/
3.The petitioner's representation for grant of Community Certificate stating that he belongs to denotified Community has not been considered till date, which has prompted the petitioner to approach this Court by way of this Writ Petition. 4.The learned Special Government Pleader submitted the application submitted by the petitioner is not in proper format and the second respondent will do needful in the matter by considering the application within a time frame and reasonable time may be given to the second respondent.
5. Considering the fact that the petitioner has given only representation and it is informed by the learned Special Government Pleader that at present the application has to be filed through online, the petitioner is directed to file online application in the format provided (if provides for). The second respondent is directed to consider the petitioner's representation dated 21.11.2016 as well as the online application and conduct enquiry and pass orders on merits and in accordance with law after affording an opportunity of personal hearing to the petitioner. The above direction shall be complied by the third respondent within a period of four weeks from the date of receipt of copy of this order.
6. With the above direction, this writ petition is disposed of. No costs.
