O R D E R

This petition is filed seeking for a certiorarified mandamus to quash the impugned order dated 03.05.2026 and consequently, to direct the respondents to grant permission and police protection for Aadal and Paadal event.

2. The present writ petitioner is a member of the festival committee of Arulmighu Sri Kaliyamman Thirukkovil Temple. The respondents, through the impugned order dated 03.05.2026, have granted 2/6

permission for the festival, however, they declined permission specifically for conducting the Aadal and Paadal events. Aggrieved by this, the present writ petition has been filed by the petitioner.

3. In response, the learned Government Advocate (Crl.Side), on written instructions, submitted that there is a communal clash in the said area and therefore, if Aadal and Paadal are permitted, the respondents expect a severe clash between the communities.

4. Learned counsel for the petitioner submitted that there is no such clash in the village.

5. It is seen, the respondents have granted permission for the festival and as stated in the impugned order, there cannot be any obscenity in the function. The respondents, therefore, cannot deny permission for the Aadal and Paadal events. The events shall be conducted under regular conditions, viz., the function shall conclude by 10:00 PM and there shall be no obscenity, dancing, songs or inappropriate gestures.

6. The respondents shall grant permission for conducting the Aadal and Paadal events, subject to strict conditions as stated supra and with deployment of additional police personnel. The cost of such additional police deployment shall be borne by the petitioner's festival committee.

7. This writ petition is allowed. Accordingly, the impugned order dated 03.05.2026 is set aside to the extent it declines permission for conducting Aadal and Paadal events.
