It is seen that this petitioner has given a complaint dated 23.03.2007 to the State Women Rights Commission and that the Commission has forwarded the complaint to the Commissioner of Police, Madurai on 02.04.2007. While so, the petitioner has come up with the present writ petition for a Mandamus to State Women's Rights Commission to dispose of the proceedings dated 02.04.2007. https://hcservices.ecourts.gov.in/hcservices/

2. The learned Additional Government Pleader submitted that the Prohibition and Enforcement Wing has registered a case in Crime No.113/2006 for offences under Sections 4(1-A), 4(1)(aaa) and 4(1)(a) and Transport TNP Act against the petitioner and her husband and on completing the investigation, chargesheet has also been filed on 27.04.2007 before the Judicial Magistrate, No.VI, Madurai and that is likely to come to an end shortly.

3. In the considered opinion of this Court, a mandamus as prayed for cannot be granted, in view of the fact that the impugned proceedings is of the year 2007 and this writ petition has been filed only in the year 2016 and hit by laches. That apart, this Court cannot issue a mandamus as prayed for against the State Women Rights Commission, as that is also a separate statutory authority with different functions and duties.
