Considering the above, we direct the second respondent to take appropriate action as per the communication dated 31.07.2018 on merits and in accordance with law, after issuing notice to the petitioner as well as the fourth respondent within a period of eight weeks from the date of receipt of a copy of this order. The Writ Petition is disposed of, on the above terms. No costs.
