Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus directing the first respondent to permit the Petitioner to participate in the tender proceedings TN.No.03/2017, dated 18.01.2017- Sl.No.1 name of work-widening from SL to IL and rebuilding irugalur-Senganthi Road from KM 00-01/6 to be conducted on 9.3.2017 without insisting for the working condition certificate to be issued by the second respondent in Annexure No.1 of the Bidding Document No.1, Sub-Clause 5(11)(b) pursuant to the application of the Petitioner dated 28.2.2017.
