Heard the learned counsel on either side.
2. The first respondent is directed to enquire into the petition mentioned representation and pass final orders on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The first respondent will put the interested persons on notice before passing final order. It is for the first respondent to pass orders one way or the other. I make it clear that I have not gone into the merits of the matter.
