Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus directing the Second Respondent to issue the certificate for the renewal of Registration for the Petitioner's Registration No.CTV/187/ASD, for running the cable TV network operations at Achampattu, Nagamalai, NGGO Colony in Madurai District on the basis of the proceedings issued by the first respondent in Na.Ka.No.13/2016 Arasu Cable TV, Madurai, dated 21.4.2016, within the time stipulated by this Court.

Heard both sides.
2.By consent of both sides, the main Writ Petition itself is taken up for final disposal.
3.No counter is filed on behalf of the Respondents.
4.According to the Petitioner, his representation, dated 28.4.2016 addressed to the Second Respondent/The Post-Master, Arasaradi Post Office, Madurai is pending. The said representation relates to the issuance of certificate for the renewal of Registration for the Petitioner's Registration No.CTV/187/ASD, for running the cable TV network operations at Achampattu, Nagamalai, NGGO Colony in Madurai District on the basis of the proceedings issued by the first respondent in Na.Ka.No.13/2016 Arasu Cable TV, Madurai, dated 21.4.2016, within the time stipulated by this Court.
5.At this stage, the Learned Additional Government Pleader appearing for the First Respondent/The Special Tahsildar, Tamil Nadu Arasu Cable TV Corporation, Ellis Nagar, Madurai, brings it to the notice of this Court that the Petitioner is in arrears of 1 month arrears in payment of necessary subscription due to be paid by the First Respondent.
6.Considering the fact that the Petitioner in the present Writ Petition is only seeking the relief to the effect that his representation, dated 28.4.2016 addressed to the Second Respondent is to be considered, this Court, at this stage, without dwelling deep into the merits and contents of the representation of the Petitioner, dated 28.4.2016, simpliciter, in the interest of justice, Equity, Fair Play, Good Conscience and even as a matter of prudence, directs the Second Respondent to look into the representation of the Petitioner, dated 28.4.
2016 within a period of two weeks from the date of receipt of a copy of this order and thereafter, to dispose of the same by passing a reasoned speaking order, on merits(of course after providing necessary opportunity to the Petitioner and others concerned, if any, by adhering to the principles of natural justice in true letter and spirit ) within a period of two weeks thereafter. It is open to the Petitioner to produce copies of all necessary/relevant documents before the Second Respondent/The Post-Master, Arasaradi Post Office, Madurai and the Second Respondent who in turn shall take into consideration of the same at the time of disposal of the representation of the Petitioner, dated 28.4.2016 The Petitioner is directed to lend his assistance and co-operation to the Second Respondent, in disposing of his representation, dated 28.4.
2016,within the time frame specified by this Court. 7.With the aforesaid observation(s) and direction(s), the Writ Petition stands disposed of. No costs.
