: Respondents PRAYER: Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, directing the respondents to expeditiously constitute the District-level Vigilance and
monitoring committees in all the Districts in the State of Tamil Nadu under Rule 17 of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Rules 1995, consequently to direct the respondents to constitute the Bonded Labour Vigilance Committees under Section 13 of the Bonded Labour System (Abolition) Act 1976 and constitute Adi Dravidar Welfare Committees in all districts in the State of Tamil Nadu within the time stipulated by this Court. O R D E R
[Order of the Court was made by K.K.SASIDHARAN,J.] The petitioner filed this writ petition to direct the respondents to constitute the District level Vigilance and Monitoring Committees in all the Districts across the State of Tamil Nadu under Rule 17 of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Rules 1995 and to constitute the Bonded Labour Vigilance Committees under Section 13 of the Bonded Labour System (Abolition) Act 1976 and constitute Adi Dravidar Welfare Committees in all the districts in the State of Tamil Nadu.
2.The Status report filed by the Principal Secretary, Adi Dravidar Welfare Department, indicates that the Government have constituted District Level Vigilance Committees in all the districts as per Rule 17 of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Rules 1995. In view of the subsequent events, nothing survives with respect to the first limb of the prayer.
3.The respondents 1 to 3 are directed to take suitable follow up action for constitution of the Bonded Labour Vigilance Committees under Section 13 of the Bonded Labour System (Abolition) Act 1976, as expeditiously as possible. 4.The writ petition is disposed of with the above direction. No costs.
