Prayer: Writ Petition filed under Article 226 of Constitution of India, to issue a Writ of Mandamus, to direct the 2nd respondent to consider the petitioner's representation dated 16.02.2020 and consequently, direct the 1st respondent to take stern action against the anti social elements who had damaged the water body and drain the water from the water body. Heard both sides.

2. The petitioner is a resident of Sivaloor Village. He states that the water flows from Ellappanayakkan Kulam in Tiruchedur Taluk to Tharuvaikulam in Kulasekarapattinam through the petition mentioned channel. In order to facilitate the illicit sand mining in Tharuvaikulam, the water flow through the petition mentioned channel is being blocked regularly by the antisocial elements. When such damage took place in October 2020, the present writ petition came to be filed.

3. It is true that the damage was repaired. All that the petitioner wants is that the free flow of water through the petition mentioned channel to Tharuvaikulam should not be blocked. No exception can be taken to the aforesaid request. We direct the respondents 2 to 4 to ensure that the water channel from Ellappanayakkan Kulam to Tharuvaikulam is kept intact without being damaged.
