This Writ Petition has been filed to call for the records relating to the impugned order passed by the 1st respondent vide his proceedings in Na.Ka.No.128/kaa.thu.Ka/Usilai/ 2023, daetd 17.06.2023 and quash the same and consequently, direct the respondents to grant permission and adequate police protection for conducting Adal Padal cultural programme on the eve of Arulmigu Sri Thiruvettai Ayyanar and Sri Selva Muthuvinayagar Temple Kumbabisheham on 23.06.2023 and 25.06.2023 at Sokkathevanpatti Village, Valandur, Usilampatti Taluk,

3.Heard both sides.
4. The learned counsel appearing for the writ petitioner submitted that the representation that was made by the petitioner was rejected by the first respondent vide order, dated 17.06.2023 on the ground that it will create a law and order problem between the parties.

The learned Additional Public Prosecutor appearing for the respondents police would submit that there was a compromise reached between the rival groups in the village level with regard to celebration of Kumbabisheham, in which, the complaint given by one Ammavasai in CSR.No.170 of 2023 was closed. But, however, during the course of enquiry, to resolve their issue they have stated that at the stage of Kumbabisheham, Kovil Poosari, Kodanki and Thevar are permitted to perform the above said poojas. So on that ground the above said complaint was closed.
6. In view of the compromise reached between the parties, Kumbabisheham be celebrated in the above said temple as per the resolution that adopted by the parties before the Enquiry Officer. With 3/6
regard to the Adal Padal Programme the petitioner is hereby directed to give a fresh representation to the respondent concerned. On receipt of such representation, the respondent concerned shall consider the same and pass order in the light the Hon'ble Division Bench of this Court passed in the case of C.Sathasivam Vs. The Superintendent of Police, Trichy District and another, in W.P.(MD).No.12535 of 2023, dated 24.05.2023 and in the light of the circular of the Director General of Police, Tamil Nadu, Chennai in Rc.007301/Genl.I (1)/2019 dated 09.04.2019.
7. With the above said directions, this writ petition stands disposed of.
