Heard both sides.

2. The petitioner seeks permission to conduct the petition mentioned event. I take judicial notice of the fact that this is a cultural event. The petitioner's counsel states that it is being annually conducted since time immemorial.

3. I am of the view that the event can be permitted to be held subject to appropriate conditions. I direct the second respondent to issue appropriate proceedings granting permission for conducting of the event. It is open to the second respondent to stipulate appropriate conditions. The petitioner is obliged to adhere to the same. The function is to be held on 18.08.2024. Hence, the proceedings as sought for shall be issued within a period of two weeks from the date of receipt of a copy of this 2/4
