Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus directing the respondents to grant permission and protection for cultural event namely Adalpadal scheduled to be held on 30.03.2017 at night in connection with "Panguni Festival" in Arulmighu Sri Kaliyamman Kovil at Thangammalpuram Village, Kadamalaimayilai Union, Andipatti Taluk, Theni District by considering the petitioner's representation dated 13.03.2017. For Petitioner : Mr.J.M.Jeya Karthick For Respondents : Mr.T.S.Mohammed Mohideen, Additional Government Pleader.

ORDER

[Order of the Court was made by A.SELVAM, J.] This writ petition has been filed under Article 226 of the Constitution of India praying to direct the respondents to give necessary permission for conducting Adalpadal programme in the place mentioned therein, by way of issuing a writ of mandamus. 2.Mr.T.S.Mohammed Mohideen, learned Additional Government Pleader, has taken notice for the respondents. 3.It is seen from the records that on 13.03.2017 the petitioner has given a representation to the respondents, but the same has not been considered.

4.The learned Additional Government Pleader appearing for the respondents has contended that in the year 2014, programme of Karagattam has been conducted, wherein an occurrence has https://hcservices.ecourts.gov.in/hcservices/

takenplace, in which, police have also been attacked. 5.Considering the aforesaid factual circumstances, this Court is inclined to pass the following order. 6.In fine, this writ petition is allowed in part without costs and the second respondent is directed to look into the representation dated 13.03.2017 and dispose of the same on merits within a period of two days.
