Respondents PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a writ of mandamus to direct the third respondent to recommend the petitioner's village to the respondents 1 and 2 to include in the Gazette Notification and permit the petitioner to conduct "Manjuvirattu" event on 26.07.2023 in the eve of Aadi Thiruvizha at Sri Kariyamanickka Perumal Kovil, Sri Athinamilagi Ayyanar Kovil, Sri Jegatheesvarar Jegathambal Kovil, Sri Sathiyavakeeswarar Meiyurainayagi Kovil and Sri Kaliyamman Kovil situated at Poiyalur Village, Karaikudi Taluk, Sivagangai District, based on G.O.Ms.No.7, Animal Husbandry, Dairying and Fisheries (AH3) Department, dated 21.01.2017, by considering the petitioner's represenation dated 01.06.2023 & 15.06.2023.

[Order of the Court was made by The Hon'ble CHIEF JUSTICE] Heard Mr.G.D.Manikandan, learned counsel for the petitioner and Mr.P.Thilakkumar, learned Government Pleader, for the respondents.

2. The grievance of the petitioner is that though the Gazette Notification has been published including some of the villages to conduct the local sports, such as, Jallikattu, Manjuvirattu etc., the village of the petitioner is not included in the said Gazette Notification. In this regard, a representation has been given by the petitioner to the District Collector, Sivagangai District / third respondent on or about 15.06.2023. According to the petitioner, the said representation has not been considered by the third respondent till date.

3. In case the representation of the petitioner (available at Page No.40 of the typed set) is pending with the third respondent, then he shall take a decision upon it, on its own merits and in accordance with law and policy, as expeditiously as possible, preferrably within a period of two weeks from today.

4. With the above direction, the writ petition is disposed of. There will be no order as to costs.
