ORDER

The present Writ Petition has been filed seeking to set aside the order passed by the second respondent herein, wherein, the request of the petitioner for conducting Adal Padal programme has been rejected on the ground that one year ago, the Adal Padal programme was conducted in an obscene manner.

2. The impugned order does not reveal that any FIR was registered on the earlier occasion and it also does not place on record any concrete material for the allegations made in the impugned order. In such circumstances, it is clear that the impugned order is based upon presumption and not based upon any materials.

3. In view of the abovesaid facts, the order impugned in the Writ Petition is set aside. The second respondent is directed to grant permssion and provide police protection to the Adal Padal programme to be conducted by the petitioner on 23.05.2026 at Arulmighu Sri Kaliamman Thirukovil Kaliyamman Temple, situated at Vilangudi Village, Madurai North Taluk, Madurai District. 2/4

4. It is made clear that the function shall be completed before 10.00 PM on the said date and it should follow all the conditions mentioned in the Circular issued by the Director General of Police, Tamil Nadu in Rc.007301/Genl.I(1)/2019 dated 09.04.2019.

5. With the above observations, this Writ Petition stands allowed. There shall be no order as to costs.
