ORDER
The present Writ Petition has been filed seeking to quash the order passed by the second respondent herein on 17.05.2026, whereby the request of the petitioner for conducting the Aadal Paadal program on 18.05.2026 and 19.05.2026 has been rejected.
2. A perusal of the impugned order reveals that, in the said locality, members of other religions are also residing and therefore, there is likelihood of a law and order problem.

The learned counsel appearing for the petitioner submitted that, in the previous years, similar functions had been conducted and there was no law and order problem at all and therefore, it is only an apprehension. The order is clearly based upon presumptions and no materials have been placed for rejecting the request of the petitioner for conducting the Aadal Paadal program. Therefore, the impugned order is liable to be set aside. The learned counsel appearing for the petitioner further submitted that they have given a fresh 2/5
representation to the second respondent Police on 19.05.2026 seeking permission to conduct the festival and Aadal Paadal program on 29.05.2026 and 30.05.2026.

In view of the above said facts, the second respondent is directed to consider the petitioner's fresh application dated 19.05.2026 and grant permission and Police protection for the festival and Aadal Paadal program on the above said dates. It is made clear that the function shall be completed before 10.00 PM on the said dates. The petitioner is also directed to strictly comply with the circular issued by the Director General of Police, Tamil Nadu/Head of State Police Force, Chennai-4, in Rc.No.007301/General I(I)/2019, dated 09.04.2019.
5. With the above said directions, this Writ Petition is disposed of. Consequently, the connected Miscellaneous Petition is closed. No costs. 20.05.2026 NCC : Yes / No Index : Yes / No Internet : Yes/ No Indu 3/5
