2.Mrs.S.Srimathy, learned Special Government Pleader takes notice for the respondents. By consent of both parties, the Writ Petition is taken up for final disposal at the stage of admission itself.

3.Considering the limited prayer sought for in this Writ Petition, without expressing any opinion on the merits of the claim made by the petitioner, this Court directs the second respondent to dispose of the petitioner's appeal, dated 02.01.2017, on merits and https://hcservices.ecourts.gov.in/hcservices/

in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order.
