Heard both sides. By consent, the main Writ Petition itself is taken up for final disposal. No counter-affidavit is filed on behalf of the Respondent.

According to the Petitioner, he had sunk a bore-well for carrying out agricultural activities in Survey No.73/1 measuring an extent of 65 cents, situated at Velliyanaivadapagam, Karur Taluk, Karur District. The joint patta No.1945 stands in his name and he is paying the tax to the Authorities concerned.

3. The grievance of the Petitioner is that he had submitted an Application seeking electricity service connection before the Executive Officer, TANGEDCO, Karur.

While processing his application, TANGEDCO Officials, had insisted upon him to produce 'No Objection Certificate' to be issued by the Respondent for effecting electricity service connection. In this connection, the Petition had made a representation, dated 20.01.2016 in person before the Respondent praying to issue 'No Objection Certificate' pertaining to the aforesaid land, so as to enable him to obtain electricity service connection for agricultural bore-well. The Velliyanai Panchayat had also given https://hcservices.ecourts.gov.in/hcservices/

'No Objection Certificate', dated 29.06.2016. Since no action has been taken on his representation, dated 20.01.2016, he has filed the present Writ Petition before this Court.

Considering the fact that the Petitioner's representation, dated 20.01.2016, is pending before the Respondent/Block Development Officer, Thanthonimalai Panchayat Union, Thanthonimalai, Karur District, at this stage, this Court without expressing any opinion on the merits and contents of the representation of the Petitioner, dated 20.01.2016, simpliciter, directs the Respondent to look into the representation of the Petitioner and to pass a reasoned speaking order within a period of four weeks from the date of receipt of a copy of this order (Of course after adhering to the Principles of Natural Justice by issuing notice to the Petitioner and others concerned if any, who are interested in the subject matter in issue). Needless for this Court to make a significant mention that the Petitioner is to render his assistance and unstinted co-operation to the Respondent in the subject matter in issue.

With the above said Direction(s)/Observation(s), this Writ Petition stands disposed of. No Costs.
