ORDER

Heard both sides.

2.The petitioners want to direct the District Revenue Officer, Sivagangai to consider their representation for reclassification and issuance of patta for the petition mentioned land. The petition mentioned land is a patta land. They are originally comprised in Survey No.120/2 (in SLR). Copy of the settlement A-Register has been produced. It is seen therefrom that old Survey No.120/2 was shown as "Sarkar poramboke". In Column No.12, it has been described as "Manthaiyum Ooraniyum Kinaru". Manthai is a communal grazing land. Oorani is a water body. Kinaru is also a water body. They are meant for common enjoyment of society. Such a land cannot be converted to the personal use of any individual. As rightly pointed out by the learned Special Government Pleader, neither reclassification is possible nor patta can be issued. I therefore decline to issue the direction as sought for. 2/4

3.This writ petition stands dismissed. There shall be no order as to costs.
