Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus directing the respondents 1 and 2 to conduct the 7th day of Panguni Thiruvizha to be organized to worship''Arulmighu Somasundari Samedar Somanatha Swamy Thirukkoil, Athoor Kaspa village, Tiruchendur Taluk, Thoothukudi District to be held on 6.4.2017, the day on which the light music programme will also be conducted and direct the respondents 1 and 2 to permit the Petitioner's village people of 8 villages to participate in the said function. The learned counsel for the Petitioner has approached this Court seeking for a direction to the respondents 1 and 2 to conduct the 7th day of Panguni Thiruvizha to be organized to https://hcservices.ecourts.gov.in/hcservices/
workship''Arulmighu Somasundari Samedar Somanatha Swamy Thirukkoil, Athoor Kaspa village, Tiruchendur Taluk, Thoothukudi District to be held on 6.4.2017, the day on which the light music programme will also be conducted and direct the respondents 1 and 2 to permit the Petitioner's village people of 8 villages to participate in the said function.
2.Mr.M.Alagathevan, learned Special Government Pleader takes notice for the first respondent and Mr.Muthugeethaiyan, learned counsel takes notice for the second respondent. 3.It appears from the records made available that already a Peace Committee Meeting was held, in which, all the villagers have participated on 30.3.2017 and a decision has been taken to maintain status-quo in the matter. Any further grievance by any of the rival parties can be agitated before the competent Civil Court for redressing their grievances. Moreover, the present Petitioner has no locus-standi to maintain the Writ Petition.
4.In that view of the matter, the present Writ Petition filed by the Writ Petitioner who is not representing any organization or sangam, cannot maintain this Writ Petition, because of the fact that he has no locus-standi to question the resolution passed in the Peace Committee Meeting in which all the stake holders participated and resolved to abide the resolutions of the Peace Committee. In such view of the matter, the Writ Petition is not maintainable and thus the same fails.
