Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus directing the first respondent to issue the license to the petitioner for a period of three years for Advertisement Hoardings installed in Madurai to Kanyakumari Road at Survey No.197, 238 at Virdhunagar District and at Virdhunagar to Sivakasi Road at Survey No.162, 563, 570, 569 at Virdhunagar District and Survey No.1, 6, 5, 119B, 172A, 119C, 173, 175 at Mesalur Village, Virdhunagar District and Survey No.56, 54 at P.Kumaralingapuram Village, Virdhunagar District within time frame stipulated by this Court.

ORDER
[Order of the Court was made by A.SELVAM, J.] This writ petition has been filed under Article 226 of the Constitution of India praying to direct the first respondent viz., District Collector, Virudhunagar District to issue license for installing Advertisement Hoardings in the places mentioned in the petition, by way of issuing a writ of mandamus. 2.It is seen from the records that on 01.02.2016, the petitioner has submitted necessary Form No.I to the first respondent for getting license so as to erect Advertisement Hoardings in the places mentioned in the petition and subsequently on 08.12.2016 he has given another application with necessary format. The first respondent viz., District Collector, Virudhunagar District by way of quoting pendency of contempt proceedings on the file of the First Bench has kept the requisition application of the petitioner pending without passing final order. Under the said circumstances, this Court is inclined to pass the following order.
3.In fine, this writ petition is allowed in part without costs and the first respondent viz., District Collector, Virudhunagar District is directed to pass final order in the application submitted by the petitioner within a period of one month.
