Respondents PRAYER: Petition filed under Article 226 of the Constitution of India to issue a Mandamus, directing the respondents herein to regulate the Street Vendors in Karaikudi Town by issuing license and imposing conditions and levying fees and by following strictly the provisions of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act 2014 and The Tamil Nadu Street Vendors (Protection of Livelihood and Regulation of Street Vending) Scheme and Rules 2015.

O R D E R

*********** [Order of the Court was made by G.R.SWAMINATHAN, J.] This writ petition has been filed for directing the authorities to regulate the Street Vendors in Karaikudi Town by following the provisions of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act 2014 and the Rules framed thereunder.

2. The fifth respondent Municipality has filed a counter affidavit setting out the steps taken under the said Act. A Regulatory Committee in respect of Karaikudi Municipality had already been constituted, vide proceedings dated 16.05.2017. The said Committee has already initiated its work by identifying vending zone, non-vending zone and prohibited zones. All necessary steps are being taken to license the genuine street vendors. It is also stated that the encroachments will be dealt with and removed.

3.Recording the submission of the Commissioner, Karaikudi Municipality, this Writ Petition is disposed of by directing the fifth respondent to expedite the process of survey, issuance of Identity Cards to the Street Vendors and other proceedings to be taken under the said statute. No costs. Consequently, connected Miscellaneous Petition is closed.
