2. In my view this writ petition has been prematurely filed. What is under challenge is only an interdepartmental communication. As and when the impugned communication is enforced, the petitioner is always at liberty to question the same in the manner known to law. All the contentions of the petitioner are left open. This writ petition is disposed of. There shall be no order as to costs.
