Heard the learned counsel for the petitioner, the learned Additional Government Pleader for the Respondents-1 to 3 and the learned counsel for the fourth respondent.

2. By consent, the Writ Petition itself is taken up for final disposal.

3. The petitioner said to have filed an application before the fourth respondent for obtaining 'No Objection Certificate' for conducting exhibition in Virudhunagar, for the period from 17.09.2016 to 16.10.2016 at the vacant place in T.S.No.40 (1.5 acres), V.T.P.K.K. Sreeman Narayanamadam Panickar Trust, No.76, Pullalakottai Road, Virudhunagar. Already the other Authorities have given 'No Objection Certificate'. But, the fourth respondent is keeping the application pending without granting permission. Hence, the petitioner has filed this Writ Petition.

4. Since the application of the petitioner seeking 'No Objection Certificate' for conducting exhibition in the subject place, is pending before the fourth respondent, the fourth respondent is directed to consider the application of the petitioner, dated 24.08.2016 & 15.09.2016 and pass orders on the same, on merits and in accordance with law, on or before 23.09.2016.

With the above direction, this Writ Petition is disposed of. No Costs.
