The learned counsel for the petitioner seeks permission of this Court to withdraw the writ petition. Accordingly, permission is granted and the writ petition is dismissed as withdrawn. Insofar as the observation made by this Court and the consequent letter issued by the Highway Department is concerned, the same will have not binding the effect on the person who claims ownership of the property. it is left open to the petitioner, to independently work out his rights in the manner known to law.
