Respondents PRAYER: Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents to set aside the impugned order dated 14.07.2005 of withholding rental amount to the residential quarter unoccupied by the petitioner and to release the withheld amount of Rs.1,09,786/- towards house rent with due interest upto date to the petitioner. ORDER

Challenging the impugned order dated 14.07.2005 withholding the rental amount for the residential quarter, the petitioner has come forward with the present Writ petition.

2.According to the petitioner, the building was in debilitated condition and hence, he did not occupy the said building. He also made a representation to the authorities concerned. Further, the petitioner has retired from service on 31.12.2012 and the impugned order has been passed on 14.07.2005.

3.As there is a delay in approaching this Court ie., 13 years have gone by from the date of passing the impugned order dated 14.07.2005, this Court is not inclined to entertain this Writ https://hcservices.ecourts.gov.in/hcservices/

petition on the ground of laches. Accordingly, this Writ petition is dismissed. No costs.
