ORDER
Heard both sides.
2. The second respondent is directed to conduct enquiry and pass order on merits and in accordance with law. The entire exercise shall be completed within a period of twelve weeks from the date of receipt of a copy of this order. The second respondent shall put all the interested persons on notice before passing final order. I make it clear that I have not gone into the merits of the matter.
3. The writ petition is disposed of accordingly. There shall be no order as to costs.
