Prayer :- Writ Petition is filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the respondents to implement the scheme of installing Napkin Vending Machines and constructing Masonry Choolas or Incinerators for safe disposal of the used napkins at all government Schools to ensure menstrual hygiene to the school going girl students in the State and to utilize the funds allocated for the same and lying idle in the accounts of Tamil Nadu Corporation for Development of women.
ORDER:- This Writ Petition coming on for orders on this day and upon perusing the petition and the affidavit filed in support thereof and the earlier order of this Court dated 25.11.2016, and upon hearing the arguments of Mrs.Shivasankari for Mr.P.Thiyagarajan, Advocate for the Petitioner and of Mr.A.K.Baskarapandian, Special Government Pleader appearing for the 8th Respondent and of MRS.S.SRIMATHY, Special Government Pleader appearing for the Respondents 1 to 7,this Court made the following order:-
O R D E R
(Order of this Court was made by M.SATHYANARAYANAN, J) Despite this Court, vide order dated 25.11.2016, has directed the Secretary to Government, School Education Department, Chennai600 009, to submit the first compliance report, as to the directions issued in paragraph No.32 of the said order, during the first week of November 2017, the second report during the first week of November 2018 and the final report during November 2019, the two reports, which have to be filed during the first week of November 2017 and November 2018, are yet to be submitted and when the matter was listed on 17.06.2019 also, this Court had granted time to file status report and when the mater is listed today, the learned Special Government Pleader appearing for the School Education Department, prays for final opportunity to file a comprehensive compliance report of the Secretary to Government, School Education Department, Chennai, along with supporting documents and photographs.
2. Call on 09.07.2019 as a last chance, failing which, the Secretary to Government, School Education Department, Secretariat, Chennai-600 009, shall personally remain present before this Court, with necessary documents, to assist the Court.
