ORDER

Heard the learned counsel on either side.

2.No positive direction can be granted as sought for by the writ petitioner. These are matters for enquiry. It is stated that the second respondent is seized of the matter. The second respondent is directed to conclude the enquiry in respect of the petition mentioned subject matter on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. The second respondent will hear the petitioner and the fourth respondent before finalizing the matter.
