ORDER

The petitioner was appointed as a Post Graduate Assistant in English on 23.01.1980; he was awarded selection grade on completion of 10 years of service on 23.10.1990 and special grade on completion of 20 years of service on 23.10.2000; on 10.10.2002, he was given promotion to the post of Assistant Headmaster; thereafter, on 01.12.2003, he was given posting as Headmaster of the school after the retirement of previous Headmaster on 30.11.2003; he retired from service on 31.05.2015 on attaining the age of superannuation.

2.During the period where the petitioner was officiating as Headmaster of the school, there was severe management problem and as such, the approval of the appointment could not be obtained due to the absence of Secretary to the School; thereafter, the petitioner approached the 3rd respondent for approving him as Headmaster during the period in which he actually worked as Headmaster of the school; the 3rd respondent has issued a letter dated 13.09.2016 calling for the remarks from the 4th respondent and that application is pending.

3.Under such circumstances, the 4th respondent is directed to submit the remarks on the letter dated 13.09.2016 forthwith and on receipt of the same, the 3rd respondent shall pass appropriate orders within a period of six weeks from the date of receipt of the remarks from the 4th respondent.
