Heard the learned counsel for the writ petitioner. 2.Essentially the petitioner seeks relief against the third respondent. It is not a nationalized bank. The third respondent is not a State Instrumentality within the meaning Article 12 of the Constitution of India. The writ petition is not maintainable. The petitioner has to work out his rights in the manner known to law.
