Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Certiorarified Mandamus calling for the entire records pertaining to the communication dated 22.04.2017 made by the second respondent and quash the same in so far as it relates to the conduct of rekhla race and consequently direct the respondents No.1 and 2 to grant permission for conducting the same from Kaslingapuram to Theivaseyalpuram Vilakku on 03.05.2017 at 6 a.m. in connection with the eve of Arulmigu Sri Kalliyamman and Sri Mariyamman Temples, Kasilingapuram Village, Srivaigundam Taluk, Thoothukudi District.
