Heard both sides.

2.All that the petitioner wants is to conclude the petition mentioned enquiry.

3.The third respondent is directed to conclude the petition mentioned enquiry and pass order on merits and in accordance with law. The entire exercise shall be completed within a period of twelve weeks from the date of receipt of a copy of this order. The third respondent shall put all the interested persons on notice before passing final order. I make it clear that I have not gone into the merits of the matter. 2/4

4.This writ petition is disposed of accordingly. There shall be no order as to costs.
