Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus directing the 2nd Respondent to grant permission and adequate police protection to conduct Karakattam Dance Programme on 16.05.2017 and 17.05.2017 for 2 days during the night time from 08.00 p.m. to 01.00 a.m. on the eve of Sri Mutharamman Temple Festival situated in Chithambarapuram, Radhapuram, Tirunelveli District based on the petitioner's representation dated 01.05.2017 within the time limit that may stipulated by this Hon'ble High Court.

ORDER
This Writ Petition has been filed for issuance of a Writ of Mandamus, directing the 2nd Respondent to grant permission and adequate police protection to conduct Karakattam Dance Programme on 16.05.2017 and 17.05.2017 for 2 days during the night time from 08.00 p.m. to 01.00 a.m. on the eve of Sri Mutharamman Temple Festival situated in Chithambarapuram, Radhapuram, Tirunelveli District based on the petitioner's representation dated 01.05.2017 within the time limit that may stipulated by this Hon'ble High Court.
2.Learned counsel for the petitioner submitted that the festival of the said temple is scheduled to be held on 16.05.2017 and 17.05.2017. The petitioner and other villagers have decided to organise "Karakattam Dance Programme"
in Chithambarapuram, Radhapuram, Tirunelveli District, in connection with Sri Mutharamman Temple Festival, therefore, the petitioner submitted a representation, dated 01.05.2017, to the respondents, requesting them to grant permission therefor. Since no order has been passed on the said representation, the petitioner has filed the present writ petition, for the above mentioned relief. 3.Learned Additional Government Pleader who takes notice for the respondents, submitted that the respondents have no serious objection to grant permission to conduct "Karakattam Dance Programme" in Chithambarapuram, Radhapuram, Tirunelveli District, in connection with Sri Mutharamman Temple Festival. His submission is placed on record.
4.Considering the submissions made on either side, this Court passes the following order:- "The 2nd respondent is directed to grant permission to the petitioner to conduct "Karakattam Dance Programme" in Chithambarapuram, Radhapuram, Tirunelveli District, in connection with Sri Mutharamman Temple Festival, subject to the following conditions: i)The event shall be conducted in an organised and peaceful manner without causing law and order problem. ii)There shall not be any obscene or vulgar scenes during the dance performance by any one of the participants or others.
iii)The dance performance shall be restricted between 6.00 p.m and 11.00 p.m. on 16.05.2017 and 17.05.2017.
iv)If there is any violation of the above said conditions, the 2nd respondent or the duly authorised officer is entitled to take necessary action as per law and stop such performance.
5.With the above directions, this Writ Petition is disposed of. No costs.
