into the merits of the case, the third respondent is directed to consider the appeal filed by the petitioner on 14.06.2016 and pass appropriate orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order, after giving opportunity to the petitioner as well as to the rival claimants if any.

3.With the above direction, the writ petition is disposed of. No costs.
