2. By consent of parties, the main Writ Petition itself is taken up for final disposal.

3. The petitioner seeks for a direction directing the respondents to initiate action based upon the petitioners complaint dated 04.04.2017 lodged before the 2nd respondent.

4. Considering the facts and circumstances of the case, without expressing any view on the merits of the matter, this Court only directs the 2nd respondent to conduct enquiry on the complaint of the petitioner and pass orders on the same, on merits and in accordance with law, also after hearing the petitioner and any other contesting respondents, within a period of three weeks from the date of receipt of a copy of this order. https://hcservices.ecourts.gov.in/hcservices/

5. With the above direction, this writ petition is disposed of. No costs. It is made clear that contempt will not lie on failure of the 2nd respondent to complete the enquiry within the time stipulated.
