Writ Petition is filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Certiorarified Mandamus to call for the records of the 2nd respondent in Na.Ka.No.3125/AA1/2014, dated 11.12.2014 and quash the same and consequently direct the 2nd respondent to conduct enquiry afresh on the complaint of the petitioner, dated 07.10.2014 after issuing notice to the petitioner and hearing him and following procedures contemplated in the Registration Act, and Circular No.67, dated 03.11.2011 issued by the Inspector General of Registration, Chennai.

ORDER

The petitioner challenges the internal communication between the District Registrar, Palani and the District Collector, Dindigul, in which, based on the request made by the District Collector, the District Registrar conducted an enquiry and https://hcservices.ecourts.gov.in/hcservices/

submitted a report to the District Collector.

2. It is only a mere report submitted by the District Registrar to the District Collector and pursuant to it no action has been taken either by the District Registrar or by the District Collector.

3. Challenging the report submitted by the District Registrar, which is purely an internal communication between the District Registrar and the District Collector, the petitioner cannot maintain a Writ Petition.

4. Hence, this Writ Petition is dismissed. No Costs. However, liberty is given to the petitioner to challenge any order being passed based on the recommendation of the District Registrar.
