ORDER

Heard the learned counsel for the writ petitioner and the learned Additional Government Pleader for the respondents 1 to 3. 2.The petitioner seeks implementation of the petition mentioned award. The writ petition suffers from two vices namely, (a) laches and (b) want of locus standi. The petitioner is aged about 64 years. He is obviously not an employee or worker engaged by the fourth respondent. In these circumstances, the petitioner cannot espouse the cause of the serving employees. 3.The writ petition is dismissed. No costs.
