O R D E R

This writ petitioner filed this Writ Petition seeking for issuance of a Writ of Mandamus directing the respondents to grant permission to the petitioner for conducting Kabadi Tournament schedule to be held on 06.08.2022 and 07.08.2022 from 09.00 am to 10.00 pm and give permission and police protection "Honble Prime Minister of India 72nd Birthday Celebration" situated at Kattamankottai Village, Thiruppuvanam Taluk, Sivagnagai District on the basis of the petitioner's representation, dated 30.07.2022.

2.The learned Counsel appearing for the petitioner submitted that Kattamankottai Village people decided to celebrate 72nd Birthday of the Hon'ble Prime Minister of India, during the month of August and also decided to conduct Kabadi Tournament on 06.08.2022 and 07.08.2022 from 09.00 am to 10.00 pm. For that purpose, the petitioner gave a representation, dated 30.07.2022, seeking permission and police 2/5

protection for conducting the Kabadi Tournament. But, till now no order has been passed. Hence this petition has been filed. 3.The learned Government Advocate(Crl.Side) submitted that the representation of the petitioner, dated 30.07.2022, was rejected. Since the petitioner refused to receive the rejection order, it was pasted on his house. Further, he submitted that previously while conducting Kabadi tournament, there was a murder and other law and order problem occurred in the said village and thus objected to grant permission for conducting the Kabadi Tournament.

4.The learned Counsel appearing for the petitioner submitted that they are ready to give any undertaking, which may be imposed by the police officials and also ready to give an undertaking stating that they will not involve in any untoward incident and illegal activity. They only want to celebrate 72nd Birthday of the Hon'ble Prime Minister of India. Further, he stated that the petitioner is ready to give a fresh representation to the respondent police.

5.I have considered the matter in the light of the submissions made by both the parties.

6.In view of the above, the petitioner may give a fresh representation to the second respondent. On receiving the same, the second respondent may consider it and pass suitable orders based on the circular memorandum in Rc.007301/Genl.I (1)/2019, dated 09.04.2019, issued by the Director General of Police, Tamil Nadu, Chennai, within a period of two days, from the date of receipt of a fresh representation from the petitioner.

7.With the above directions, this writ petition stands disposed of. No costs.
