This writ petition is filed for issuance of a Writ of Mandamus, to direct the respondents 1 and 2 to give permission and police protection to conduct Maha Kumbabisegam of Arulmigu Sri Irullappasamy Thirukovil, situated at Irullappasamy Kovil Street, Palanganatham, Madurai, scheduled to be held on 09.12.2016, on the basis of the petitioner's representation dated 04.11.2016. https://hcservices.ecourts.gov.in/hcservices/ 2.Heard Mr.P.Banuprasath, learned counsel for the petitioner, the learned counsel appearing for the private respondents and the

3. The learned counsel for the petitioner would submit that it would be suffice to direct the second respondent to consider the representation of the petitioner, dated 04.11.2016.
4. The learned counsel appearing for the private respondents would submit that the temple is now under the control of the HR&CE Department, but the department is not impleaded as respondent in this writ petition.
5.However, considering the submissions of the learned counsel for the petitioner, this writ petition is disposed of with a direction to the second respondent to consider the representation of the petitioner dated 04.11.2016 and pass orders after providing opportunities to the necessary parties, on merits and in accordance with law, on or before 30.11.2016.
