Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus, calling for the records pertaining to the impugned order passed by the third respondent in Na.Ka.No727/Aa/2018 dated 30.05.2025, and quash the same as illegal and 1/4

arbitrary, and consequently direct the third respondent to grant a No Objection Certificate (NOC) to the petitioner in light of the order passed by the fourth respondent in Na.Ka.No.73/E/2021 dated 28.01.2025, and thereby permit the petitioner's boat bearing Registration No. IND-TN-12-MM-5971 to berth and anchor at Chinnamuttom Fishing Port, in order to protect the petitioner's constitutional right to livelihood.
