JUDGMENT

2.We find considerable force in the submission made by the learned Additional Advocate General that without arraying the necessary parties, the writ petition has been filed.

3.The appellant is therefore permitted to withdraw the writ petition itself with liberty to file a fresh writ petition on the same cause of action. The appellant is also at liberty to seek comprehensive relief and to implead all the necessary parties. All the contentions of the appellant are left open.
