Heard the learned counsel appearing for the writ petitioner and the learned Standing counsel appearing for Anna University.

2. Though the second respondent's name has been printed in the cause list, there is no appearance on their behalf.

3. The case of the writ petitioner is that after completing his 12th standard, he joined the second respondent college to undergo B.E. Mechanical Engineering course in the year 2015-2019. However, he could not continue on account of his poverty. He discontinued the course. But the allegation of the petitioner is that the college management has declined to return the original certificates deposited by him at the time of admission.

4. It is well settled that the education certificates are not marketable commodities and they cannot be retained for any reason whatsoever. The second respondent is directed to 2/4

3 W.P.(MD)NO.17566 OF 2019 return the petition mentioned original certificates to the petitioner forthwith and without any delay. This writ petition stands allowed. No costs.
