2.The petitioner's husband had passed away in an accident. It is stated that the petitioner is not able to trace her husband's Aadhaar card. She is also not able to get the details. Considering the special facts and circumstances in which the petitioner is placed, she is permitted to submit a manual application before the second respondent. The petitioner should enclose the death certificate. The second respondent will conduct enquiry and issue legal heir certificate within a period of twelve weeks thereafter. The second respondent will not insist on production of the petitioner's husband's Aadhaar card. 3.The writ petition is disposed of accordingly.
